The federal Department of Labor is actively moving to scrap the previous "economic reality" independent contractor frameworks, shifting back to an employer-friendly standard that makes it significantly easier for corporate apps to maintain 1099 status with zero minimum wage or overtime obligations. Court documents revealed that Motoclick was paying its professional couriers between $3.67 and $4.67 per hourless than a quarter of the city's legal delivery minimum pay rate. By hiding behind complex subcontractor layers and 1099 classifications, the platform actively targeted vulnerable immigrant communities, extracting pure profit while offloading all operational vehicle costs onto the workers.
